Jay has had a hand in nearly all aspects of public health and healthcare policy development in Massachusetts over the past decade.

Jay’s leadership ranges from the creation and deployment of a public-private partnership providing statewide mobile COVID-19 rapid response testing, allowing his client to capture over $30M in new revenues; the successful development of a pediatric behavioral health emergency diversion program now implemented across 24 hospitals statewide; principal co-authorship with Tom of the landmark overhaul of the Executive Branch’s regulatory oversight of all healthcare mergers, expansions, and capital projects in 2017, allowing more than $250M per year in investment towards tackling the social determinants of health; to ensuring universal coverage of pediatric vaccines, supporting Massachusetts ranking as healthiest state in the nation; co-authorship (also with Tom) of first-in-the-nation prescription drug misuse educational core competencies for all 8,200 enrolled MD, DMD, APRN, and PA students in Massachusetts; and, the creation of the East Coasts’ first cannabis industry—an industry where he stood out as a pioneer, co-authoring the Commonwealth’s medical-use regulations and adult-use statute.

During his state service, Jay served as both Senior Advisor and Deputy Chief of Staff to six commissioners of public health under three health and human services secretaries and two governors, each from different political parties.

Prior to co-founding Bulfinch with Tom and Jefferson, Jay supported the day-to-day development, management, and oversight of a significant public policy firm’s healthcare and cannabis portfolios, successfully soliciting nearly $2M in annualized new business and growing both portfolios to industry-leaders.

Under both the Baker-Polito and Patrick-Murray Administrations, Jay served as a member of the Department’s senior management team that oversaw more than 3,500 employees, 100 programs, and $1B in state and federal appropriations.

Jay is a co-founder and board member of The CultivatED Program – a first-in-the-nation, jail-to-jobs program, allowing individuals adversely affected by the Failed War on Drugs to seek meaningful inclusion in the cannabis industry through record sealing and expungement, higher education, professional development, training, mentorship, and job placement.

Jay is a graduate of Suffolk University Law School and Boston University, is a proud dad, and serves on the Finance Committee of Massachusetts Attorney General Andrea J. Campbell.
