Tom has over a decade of experience at the intersection of public health and public policy, advising unprecedented emergency responses, drafting and ushering in landmark legislative reforms, including opioid treatment and prevention and tobacco and vaping reforms, and securing critical funding for state programs that serve the Commonwealth’s most vulnerable populations.

Tom’s career is rooted in the Massachusetts Department of Public Health where (true story), he is affectionately referred to as the Department’s “patron saint,” rising through its ranks to become the Department’s Director of Government Affairs under the Baker-Polito Administration, as well as serving as the Administration's Senior Pandemic Advisor to the Massachusetts COVID-19 Command Center. In this role, Tom served the Secretary of Health and Human Services and the Lieutenant Governor as the principal point of contact for all local, state, and federal elected officials during our Nation’s unprecedented public health crisis.

Tom led policy development and advocacy for the state’s Department of Public Health, where he served as a trusted member of the senior management team. Along with Jay, Tom was the principal architect of the landmark overhaul of the Executive Branch’s regulatory oversight of all healthcare mergers, expansions, and capital projects in 2017, allowing more than $250M per year in investment towards tackling the social determinants of health and co-authored the first-in-the-nation prescription drug misuse educational core competencies for all 8,200 enrolled MD, DMD, APRN, and PA students in Massachusetts

Following state service, Tom joined Jay in supporting the day-to-day management and oversight of a significant public policy firm’s healthcare portfolio, growing the portfolio to an industry-leader.

Tom is a graduate of the Boston University School of Public Health and Boston College and lives with his family in Framingham. Tom also serves on the Finance Committee of Massachusetts Attorney General Andrea J. Campbell.
